General Description / Primary Purpose

Reporting to the Executive Director of Florida Institute of Education (FIE) and the Executive Director of the Office of Early Learning (OEL), and with direction from the Office of the Governor, Florida Head Start Association and key collaborators, the Director Research Programs & Services, (Head Start State Collaboration Office Director) provides leadership and direction in project planning, development, and evaluation, and serves as a primary source of technical assistance, consultation and training for the project to meet the project goals and objectives. This position monitors and interprets data, records, and other information related to the project, and evaluates the progress toward goals and outcomes; provides leadership and direction for problem solving and recommends action for appropriate follow-up activities. The Director supervises the program assistant, oversees outside consultants and contractors; ensures the fiscal integrity of the project, develops the project annual budget and monitors budget negotiations, reports and adjustments; coordinates the preparation of the annual refunding application and additional funding opportunities; prepares periodic and summary reports to meet the requirements of the funding agency and key collaborators.

Essential Duties

Job Function

- Assist Head Start agencies to collaborate with entities involved in State and local planning processes to better meet the needs of low-income children from birth to school entry. Meeting all responsibilities identified in the Improving Head Start for School Readiness Act of 2007.
- Coordinate activities with the Office of Early Learning in the administration of the Child Care and Development Block Grant Act of 2014, by assisting Head Start agencies and early learning coalitions, providing resource and referral services within the state, to ensure year-round services are available for a full-working day, to benefit low-income families and their children, from birth to school entry.
-Within the first year of receipt of a collaboration grant, conducts an assessment addressing the needs of Head Start agencies throughout the state with respect to collaboration, coordination, and alignment of services, curriculum, and assessments used in Head Start Programs with the Head Start Early Learning Outcomes Framework; Provides annual updates and makes the assessment available to the general public; develops a strategic plan based upon the results of the annual assessment that enhances collaboration and coordination of Head Start services by Head Start agencies with other entities providing early childhood education and development.
- Promotes alignment of curriculum and assessments used in Head Start programs with the state’s early learning standards and the Head Start Early Learning Outcomes Framework.
- Promote linkages between Head Start agencies and other family and child agencies, including agencies that provide physical and mental health or family services, or other child or family supportive services, such as services required in the Individuals with Disabilities Act, to improve the coordination and delivery of early childhood education and development to children throughout the state.
- Works directly with the Florida Head Start Association in collaboration of all federal priority areas, to include healthcare, homelessness, welfare, family literacy, community services, education/transition/alignment/school readiness, state data systems, quality improvement systems, professional development, and early care and education systems.
- Promotes better access to professional development opportunities for Head Start agencies to enable staff to meet credentialing and degree requirements, including providing distance learning opportunities for Head Start staff, where needed to make higher education more accessible to Head Start staff.
- Participates in the mandatory meetings for all Head Start Collaboration Directors throughout the nation, which may require out of state travel.
- Maintains responsibility for budget preparation and fiscal accountability relative to implementation of strategic plans and conducts an evaluation of performance measures against the executed plans; Submits annual, mid-year, and financial reports by deadline.

Reviews and approves travel and other essential forms. Tracks the status of consulting contracts by monitoring the satisfactory delivery of interim products and services.

Required Qualifications

A Master’s degree from a regionally accredited college or university in a directly related area of specialization and six years of experience directly related to the job functions; or a Bachelor’s degree from a regionally accredited college or university in a directly related area of specialization and eight years of experience directly related to the job functions.

• Master’s degree from a regionally accredited college or university in a directly related area of specialization and six years of directly related experience including three years of management of subordinate managers/supervisors in a human service delivery program; OR
• Bachelor’s degree from a regionally accredited college or university in a directly related area of specialization AND eight years of directly related experience, including four years of management of subordinate managers/supervisors in a human service delivery program; OR related certification AND three years of management of subordinate managers/supervisors in a human service delivery program.
• Directly related experience may substitute for degree requirements.

- Substantial knowledge of the Head Start program gained from 5 years of experience working with Head Start programs, 2 of which included a leadership role
- Knowledge of and practical experience with Head Start Performance Standards
- Experience working with Early Childhood agencies, departments, and programs at a state level
- Knowledge of the Improving Head Start for School Readiness Act of 2007
- Prior experience in Grant writing and budget preparation and management
- Experience working with non-profit associations and government agencies
- Familiarity with Florida Early Childhood Education Systems
Technical Competencies Required:
- Demonstrated proficiency in computer skills, to include Excel, Word, and Publisher
- Experience in preparing Memoranda of Understanding (MOU)
- Experience in fostering collaboration among programs and partnering with agencies having complimentary interests
- Demonstrated ability to engage in problem solving regarding Head Start issues
- Skill in handling multiple tasks
- Acquired knowledge, skill and ability to represent Head Start interests in all meeting.
